[Step 1] Open the image in Photoshop
[Step 2] Click on the CREATE NEW ADJUSTMENT LAYER (on the left bottom corner) and select HUE/SATURATION



[Step 3] After step 2 a window with properties will open. Now check COLORIZE and apply the next settings:



[Step 4] Create a new layer and fill it up with white using PAINT BUCLET TOOL



[Step 5] Go to the menu bar and select FILDER -> TEXTURE -> GRAIN and apply the next settings:

* Grain Type - Vertical
* Intensity - 91
* Contrast - 83s



[Step 6] Change the Layer type from BLEND in MULTIPLY and set the OPACITY option to 50%



[Step 7] Select the background layer the go to the menu bar and select FILTER -> NOISE -> ADD NOISE applying the next settings :

* Amount - 8%
* Distribution - Uniform
* Check Monocromatic box
